OVERVIEW

Siemens has identified vulnerabilities in Siemen’s Automation License Manager (ALM). These vulnerabilities were reported directly to Siemens by Sergey Temnikov and Vladimir Dashchenko from Critical Infrastructure Defence Team, Kaspersky Lab. Siemens has produced a new version to mitigate these vulnerabilities.

These vulnerabilities could be exploited remotely.

AFFECTED PRODUCTS

Siemens reports that the vulnerabilities affect the following versions of ALM:

  • ALM: All versions prior to V5.3 SP3 Update 1.

IMPACT

An attacker who successfully exploits these vulnerabilities may be able to upload files, change configuration settings, or create a denial-of-service condition.

Impact to individual organizations depends on many factors that are unique to each organization. NCCIC/ICS-CERT recommends that organizations evaluate the impact of these vulnerabilities based on their operational environment, architecture, and product implementation.

BACKGROUND

Siemens is a multinational company headquartered in Munich, Germany.

The affected product, ALM, centrally manages licenses for various Siemens software products. The products contact ALM either locally or remotely to verify their license using a proprietary protocol. To enable this license verification, ALM listens on Port 4410/TCP by default. According to Siemens, ALM is deployed across several sectors including Energy, and Healthcare and Public Health. Siemens estimates that this product is used worldwide.

Specially crafted packets sent to Port 4410/TCP could cause a denial of service of the ALM service. To recover, the service needs to be restarted manually.

A remote attacker could use specially crafted packets to upload files to the hard disk, create or delete directories, or move existing files on the hard disk.

ALM Version 5.3 SP3 is not affected by this vulnerability.

An attacker with a low skill would be able to exploit these vulnerabilities.

MITIGATION

Siemens has released ALM Version V5.3 SP3 Update 1, which fixes the vulnerabilities. Siemens strongly recommends users to update to the new version. It can be found on the Siemens web site at the following location:

Siemens recommends only allowing connections from the local subnet to the ALM default Port 4410/TCP and blocking requests from other networks. These products should only be operated within trusted networks.

Siemens strongly recommends that users protect network access PC-based automation systems with appropriate mechanisms. Siemens also advises that users configure the operational environment according to Siemens’ operational guidelines for industrial security:

ICS-CERT recommends that users take defensive measures to minimize the risk of exploitation of these vulnerabilities. Specifically, users should:

  • Minimize network exposure for all control system devices and/or systems, and ensure that they are not accessible from the Internet.
  • Locate control system networks and remote devices behind firewalls, and isolate them from the business network.
  • When remote access is required, use secure methods, such as Virtual Private Networks (VPNs), recognizing that VPNs may have vulnerabilities and should be updated to the most current version available. Also recognize that VPN is only as secure as the connected devices.
