Denial Of Service (DoS)

com.github.seancfoley: ipaddress is vulnerable to Denial Of Service (DoS). The vulnerability is due to missing checks for a radix value of 2 or greater when the radix value is passed as an argument to the IPAddressBitsDivision constructor. The IPAddressBitsDivision constructor internally calls the getDigitCount method which results in infinite loop when a radix value of -1 is used (less than 2), which results in Denial Of Service (DoS).
