Spring Boot 3.2.0 enables hot reload of SSL certificates and keys for Tomcat and Netty embedded web servers. Configuration includes generating SSL private key and certificate, creating a Spring Boot application with SSL bundle configuration, and setting up a controller to respond with "Hello World". Application starts on port 8443 using HTTPS and requires `--insecure` flag for the self-signed SSL certificate.
