An attacker can cause a denial of service in TensorFlow's `tf.raw_ops.FractionalAvgPool` due to a runtime division by zero error when the input size is smaller than the pooling ratio. A fix has been included in TensorFlow 2.5.0 and will be cherrypicked to earlier supported versions
