Improvements and fixes

This update includes quality improvements. Key changes include:

• Addresses an issue to set the date separator properly in the Japanese short date format. For more information, see KB4469068.
• Updates time zone information for Morocco.
• Updates time zone information for the Palestinian territories.
• Addresses a security vulnerability by intentionally preventing connections between Windows and Bluetooth devices that are not secure and use well-known keys to encrypt connections, including security fobs. If BTHUSB Event 22 in the Event Viewer states, “Your Bluetooth device attempted to establish a debug connection….”, then your system is affected. Contact your Bluetooth device manufacturer to determine if a device update exists. For more information, see CVE-2019-2102 and KB4507623.
• Addresses an issue with the HTTP and HTTPS string character limit for URLs when using Internet Explorer.
• Security updates to Internet Explorer, Microsoft Edge, Windows App Platform and Frameworks, Windows Input and Composition, Windows Media, Windows Shell, Windows Server, Windows Authentication, Windows Cryptography, Windows Datacenter Networking, Windows Storage and Filesystems, Windows Virtualization, Internet Information Services, Windows SQL components, and the Microsoft JET Database Engine.
  If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device. For more information about the resolved security vulnerabilities, please refer to the Security Update Guide.

Windows Update ImprovementsMicrosoft has released an update directly to the Windows Update client to improve reliability. Any device running Windows 10 configured to receive updates automatically from Windows Update, including Enterprise and Pro editions, will be offered the latest Windows 10 feature update based on device compatibility and Windows Update for Business deferral policy. This doesn’t apply to long-term servicing editions.

Known issues in this update

• Perform the operation from a process that has administrator privilege.
• Perform the operation from a node that doesn’t have CSV ownership.
  Microsoft is working on a resolution and will provide an update in an upcoming release.
  When trying to expand, view, or create Custom Viewsin Event Viewer, you may receive the error, “MMC has detected an error in a snap-in and will unload it.” and the app may stop responding or close. You may also receive the same error when using Filter Current Login the Actionmenu with built-in views or logs. Built-in views and other features of Event Viewer should work as expected.| This issue is resolved in KB4507458.
