Siemens reports this vulnerability affects the OPC Foundation Local Discovery Server of the following Siemens industrial products:

  • SIMATIC NET PC Software v16: All versions prior to V16 Update 6
  • SIMATIC NET PC Software v17: All versions prior to v17 SP1
  • SIMATIC Process Historian OPC UA Server: All versions prior to 2020 SP1
  • SIMATIC WinCC: All versions

4.2 VULNERABILITY OVERVIEW

4.2.1 IMPROPER RESTRICTION OF OPERATIONS WITHIN THE BOUNDS OF A MEMORY BUFFER CWE-119

In OPC Foundation Local Discovery Server versions before 1.04.402.463, remote attackers can cause a denial-of-service condition by sending targeted messages that lead to access of a memory location after the end of a buffer.

CVE-2021-40142 has been assigned to this vulnerability. A CVSS v3 base score of 7.5 has been calculated; the CVSS vector string is (AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H).

5. MITIGATIONS

Siemens has released updates for several affected products and recommends updating to the latest versions. Siemens is preparing further updates and recommends specific countermeasures for products where updates are not, or not yet, available.

Siemens has identified the following specific workarounds and mitigations users can apply to reduce risk:

  • Deactivate the OPC Local Discovery Server service if supported by the product use case. The local discovery server service is not activated in the default configuration.
  • Use a VPN for protecting network communication between cells.

As a general security measure, Siemens recommends protecting network access to devices with appropriate mechanisms. To operate the devices in a protected IT environment, Siemens recommends configuring the environment according to Siemens’ operational guidelines for industrial security and to follow the recommendations in the product manuals.
