This updated advisory is a follow-up to the advisory update titled ICSA-20-014-05 Siemens TIA Portal (Update E) that was published June 16, 2022, on the ICS webpage at cisa.gov/ics.

Successful exploitation of this vulnerability could allow a local attacker to execute arbitrary code with SYSTEM privileges.

4. TECHNICAL DETAILS

4.1 AFFECTED PRODUCTS

The following versions of TIA Portal, the Totally Integrated Automation Portal, are affected:

  • TIA Portal v14: All versions
  • TIA Portal v15: All versions prior to v15.1 Update 7

4.2 VULNERABILITY OVERVIEW

4.2.1 IMPROPER LIMITATION OF A PATHNAME TO A RESTRICTED DIRECTORY (โ€˜PATH TRAVERSALโ€™) CWE-22

Changing the contents of a configuration file could allow an attacker to execute arbitrary code with SYSTEM privileges. This vulnerability could be exploited by an attacker with a valid account and limited access rights on the system. No user interaction is required.

CVE-2019-10934 has been assigned to this vulnerability. A CVSS v3 base score of 7.8 has been calculated; the CVSS vector string is (AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H).

5. MITIGATIONS

Siemens recommends users update the following:

Siemens has identified the following specific workarounds and mitigations users can apply to reduce the risk:

  • Remove write permissions for every non-administrative user on files and folders located below the โ€œTraceEngineโ€ folder (usually located at โ€œC:\ProgramData\Siemens\Automationโ€).
  • A partially working fix for Native Language Windows Versions in English or Multilingual User Interface (MUI) Windows Installation was included in TIA Portal Versions v14 SP1 Update 10, v15 SP1 Update 4, v16 Update 1, and v17.
