add_gauge doesn't initialize time_weight and update time_sum

Time_weight and time_sum are not initialized or updated in add_gauge. The impact is seen in the backfilling of previous points, affecting the correctness of points_weight and subsequent user votes. Additionally, the gauge requires admin intervention for initialization and has issues with user votes counted incorrectly until their gauge weight is reset
