Dynamic quorum votes parameters for Proposal A can be changed according to Proposal B. Vulnerable function _writeQuorumParamsCheckpoint records dynamic quorum votes parameters at a specific block. Vulnerable functions _setMinQuorumVotesBPS and _setMaxQuorumVotesBPS change min and max quorum votes parameters respectively, and then call _writeQuorumParamsCheckpoint
