h3. Issue Summary

When the permission level is “Only Jira System Admin” and the logged in user has Jira Administrator role, The user is not able to add post function via links except “Run a Groovy script with this transition” link.
h3. Steps to Reproduce

Login via User who has Jira system admin role

Change the permission level to “Only Jira System Admin”.

Log out and login via User has Just Jira Administrator role

Go to workflow page and add post function.

Click the first link

Try to add post function.

The User should be able to add post function.

The User couldn’t be able to add post function

Currently there is no known workaround for this behavior.
